One seasonal agreement plus an annual licence, signed by two signing officers of your organisation and one of the festival. The full text is finished before the first invitation goes out.

The eight sections.
Who can be a participant
An Ontario non-profit with a majority of its board in the Ottawa region. The section asks for the legal entity, the board, every source of funding for the pavilion above $500, and any formal tie to a foreign state, a party or a religious structure.
What is closed inside the perimeter
Political symbols and statements about conflicts between states, and anything the law or the site rules forbid.
What the operator undertakes
A coordinator and a deputy reachable for the whole event, every volunteer briefed, incidents reported at once, instructions from the event director and security followed on the spot, insurance in place.
What the festival may do
Ask for an object or a symbol to be removed, suspend a pavilion for the day, ask a person to leave, decline to renew the licence. Every decision in writing, naming the clause, and every one can be appealed.
No position on conflicts between states
The festival and its officers make no public statement about conflicts between states, governments or political movements. An operator does not speak for the festival.
Where a diplomatic mission fits
As a programme partner behind a specific act, or as a sponsor in the general list. The test: strike the mission's name out of the materials and the pavilion still stands.

One season, renewed together with the pavilion licence.

The text for the gate and for this site, in the form Ontario's Trespass to Property Act asks for.
Why the silence clause exists.
The Festival takes no position on conflicts between states, governments or political movements, and provides no platform for such positions.

Can we ask for a clause to be changed?
Ask. The frame above holds for everybody; the wording is open to argument.
Our embassy would like to fund part of the pavilion.
It can, as a programme partner behind a named act or as a sponsor. The pavilion stays yours, and the funding is declared in section 1.
